Dear Colleagues,

As we continue to prepare for the gradual reopening of our physical locations, I want to share with you the initial libraries that will open to the public for pickup and returns and the libraries that will accept returns but remain closed to the public. These locations are not being shared publicly at this point, as we work to finalize the details of our plan.

In the first stage, tentatively starting in mid-July, the following seven branches in each of the major regions of Queens – roughly northeast, central, southeast and northwest -- will provide to-go service for customer pickup of requested materials only in a designated area of the building and accept returns at the exterior return machines. In addition to their geographic location, the below sites were selected for their size, layout, and condition as we assess whether and how the new service model and operating procedures, including physical distancing and other safety measures, would work in other libraries.

The following group of nine locations will accept returns at external return machines or book drops but remain closed to the public. They will be open to staff for fulfilling materials requests and supporting our other functions. Like the branches that will offer to-go service, these were selected for their location, size, layout, and condition.

South Ozone Park

Depending on the experiences of the initial locations and on internal and external circumstances, some of these branches will be the next candidates for to-go service. The decision to open subsequent locations to the public or to expand the level of service will come only after careful evaluation.

Note that when we first reopen, Mail-a-Book home delivery service will resume, based out of Queens Village.

I will share with you early next week our final reopening plan, which will elaborate on the steps we will be taking to ensure the health and safety of our staff and customers as we slowly and carefully welcome them back to our physical locations. We will also share our plan with the public at that time. And next Friday, June 26, we will hold an all-staff WebEx meeting to discuss our path forward and to address questions. 

I also want to thank everyone for taking the time to complete last month’s Human Resources Department survey. We received 850 responses, which have helped to inform how, when, and where we will return to our buildings workplaces and restore public service in our libraries.

I look forward to providing more detailed information with you in the coming days, to resuming our role as the center of every community in Queens, and to reconnecting with our customers.

Dear Colleagues,

Starting tomorrow and until further notice, all of our locations, including Central, will be open 1 p.m. to 6 p.m. Monday to Friday, and closed Saturday and Sunday.  We have been in communication with our union partners. So you are aware, Brooklyn Public Library also is reducing hours at all of its libraries.

Public service staff who are scheduled to work tomorrow will work from 10 a.m. to 6 p.m., and the Community Library Services office will work with public service staff on new, reduced schedules.

All non-public service employees, including those who work in the FES, IT, Finance, Human Resources and other departments that support the Library’s operations should report to work per their regular schedules. Any changes to schedules as we move forward will be reflected in separate communications.

We also will be issuing revised time and leave guidelines and updating our website, social media channels, and the outgoing message on our main number later today. Please continue to check your email and share information with your teams.

As you know, effective immediately we are closed to the public as of 3/16/2020 Monday..

Staff is being asked to report to work tomorrow, as able.

There are a few items that need to be addressed tomorrow morning and once completed, staff will be excused for the day.                                           

·         The self-check-in machines will need to be shut down

·         All items in the fridge need to be taken out

·         All personal items that staff want to take home need to be removed

·         Staff needs to ensure that their supervisors have their phone contact information in case you need to get in touch with them, via phone, as well as email

·         An informational sign, which MCD will provide via email early tomorrow morning, needs to be printed and placed on the inside front door facing out

Once these steps are completed, the person in charge is to call or email the CLS Office and confirm all points are completed.

Hopefully this can be done quickly and staff can be excused right away.

Dear Colleagues,

I hope you are staying well, caring for yourselves and your loved ones, and taking the necessary steps to avoid exposure to the coronavirus while our locations are closed.

Adapting to our new life and work circumstances may be challenging for you in a number of ways, but I hope our ongoing connectedness and sense of community will help sustain and motivate you. I want to thank you all for the work you are doing to ensure we continue to deliver our best to the public through this uncharted situation. 

I am also grateful to the essential staff who were at Central this past week helping to support our IT, custodial, maintenance, security, shipping, and finance operations. With the Governor’s Executive Order mandating all non-essential workers to stay home set to take effect tomorrow, March 22 at 8 p.m., we will be significantly scaling back the number of people on our premises. Only a limited number of security, custodial, maintenance, IT, shipping, and finance personnel will be on site as needed, and the remainder of our employees are working remotely.

Additionally, we continue to:

·        Staff our virtual reference desk Monday through Friday from 12 p.m. to 5 p.m., answering the public’s queries through chat and email

·        Process new library cards so the public can continue to access our digital collections

·        Develop online programming for people of all ages

·        Purchase more eBooks, audiobooks and other digital materials

·        Identify new databases and online learning opportunities for the public

·        Highlight our offerings through our website, social media channels and customer email.

Dear Colleagues,
I am deeply saddened to share with you that Kane Noel, one of our customer service specialists at South Hollis, passed away on Tuesday. He served Queens Public Library for 12 years.

Kane was one of the Library’s brightest lights. Our staff and our customers had the joy of knowing him in many roles -- as a friend, a colleague, a father figure, a teacher, a brother, a pastor and a mentor. He made the holidays a little more magical every year for our communities, embracing his inner actor and visual artist to dress up as Santa and deliver presents to children at several of our branches.

Kane joined Queens Public Library as a part-time community liaison at Baisley Park in 2004 and worked as a full-time customer service representative for fine arts and recreation at Central from 2007 until 2010. In 2014 Kane became a customer service specialist at South Hollis.
Since then, Kane built a devoted following of adult learners, from senior citizens and Haitian-Creole speakers to young fathers who wanted to rejoin the workforce. He knew every child and teen by their first name, making sure they had a safe and inspiring space where they could grow, develop new skills, and get ahead in their lives.
Having grown up around South Hollis Library, Kane had a strong connection to the neighborhood and cared passionately about it, evidenced by the wide smile that crossed his face whenever someone walked through the doors. As one of his former colleagues explained, Kane was the “heart and soul” of the library.
It is hard to imagine South Hollis and Queens Public Library without him. We will send you information as soon as possible about how to express your condolences to them and how we can share our sadness together.

Mayor de Blasio Issues New Guidance to New Yorkers

New Yorkers should text COVID to 692-692 to get regular updates on the latest developments regarding COVID-19; Text COVIDESP to 692-692 for updates in Spanish

NEW YORK—Mayor de Blasio today issued updated COVID-19 guidance to New Yorkers, pursuant to new State regulations. Effective Sunday, March 22nd, at 8:00 PM, all non-essential businesses in New York City will be closed. Only businesses with essential functions will be permitted to operate, such as grocery stores, pharmacies, internet providers, food delivery, mass transit, banks, and financial institutions. Businesses that provide essential services must implement rules that facilitate social distancing, as well.

As of 6:00 PM today, citywide, there 5,683 positive cases of COVID-19 and 43 fatalities. Currently there are 1,514 cases in Queens 1,402 in Manhattan, 1,740 in Brooklyn,736 in the Bronx, and 285 in Staten Island.

“Tonight our city braces for the next battle of this war,” said Mayor Bill de Blasio. “Things will continue to get worse before they get better; but New Yorkers are strong and I know we can get through this together. Lives are on the line all across our city. We must all do our part to protect those who need us the most.”

New Guidance for New Yorkers
Effective Sunday, March 22nd, at 8:00 PM, all non-essential businesses in New York City will be closed. Only businesses with essential functions will be permitted to operate, such as grocery stores, pharmacies, internet providers, food delivery, banks, financial institutions and mass transit. Businesses that provide essential services must implement rules that help facilitate social distancing. The NYPD will be out in neighborhoods across the City to ensure compliance with the policies.

The City will also enforce the following rules for non-vulnerable individuals with fines and mandatory closures:
o   No non-essential gatherings; any concentration of people outside their home must be limited to workers providing essential services
o   Practice social distancing in public (6 feet or more)
o   Individuals should limit outdoor recreational activities to non-contact.
o   Limit use of public transportation to only when absolutely necessary.
o   Sick individuals should not leave home except to receive medical care.

The City will also enforce “Matilda’s Law,” which sets the following restrictions for vulnerable New Yorkers who are over the age of 70 and/or immune-compromised:
o   Remain indoors
o   Limit outdoor activity to solitary exercise
o   Pre-screen all visitors and aides by taking temperature
o   Wear a mask when in company of others
o   Do not visit households with multiple people
o   Everyone in presence of vulnerable people should wear a mask
o   Stay six feet from other people
o   Do not take public transportation unless absolutely necessary.

Regional Enrichment Centers (RECs)
The Department of Education plans to open 93 REC sites across all five boroughs, with the first sites opening starting the week of March 23rd for the children of essential workers. The sites will include 76 K-12 Centers and 17 Early Childhood Centers citywide. We have identified 32 sites in Brooklyn, 22 in the Bronx, 20 in Queens, 15 in Manhattan and 4 in Staten Island, with at least one site in every school district. We are contacting first responders, transit and healthcare workers, DOE staff at our Centers and Meal Hubs, ACS Frontline/Investigators still making direct contact with families, Department of Correction essential staff, Department of Homeless Services and Human Resources Administration Shelter staff and contracted staff, and Department of Sanitation essential staff. We are evaluating our capacity to serve other students. We are contacting agencies, unions and partner organizations to alert them of this opportunity and register them for a site near their home. We expect to serve approximately 57,000 students starting next week.

REC sites were chosen with accessibility as one of the main drivers, and all identified sites are either fully or partially accessible. In the best interest of our medically fragile students, we do not recommend they attend REC sites and are working with the Department of Health to ensure they have continuous medical services.

Students at RECs will engage in remote learning with their home schools, as well as art, music, and physical education. We will ask DOE and Community Based Organization employees to staff the Center, and we are grateful to the numerous DOE employees who have already offered to help staff these sites.

The health and safety of staff members remains our highest priority. All social distancing protocols will be followed, including 6 feet of distance between people. Anyone who is sick should stay home.

Meal Hubs
This week, free breakfast and lunch were available to all New York City students. Children were able to receive free meals at any site, regardless of which school they attend until 1:30 PM daily. During grab-and-go meals this week, we served approximately 560,000 meals and expect participation to rise in the coming weeks.

Starting Monday, March 23rd, three meals a day will be served to all New York City students at 439 hub sites citywide. 100 of the sites were high participation sites in Summer, 2019, and the remaining sites are schools where more than 50 percent of the students are eligible for free and reduced meals. Department of Education and DOHMH have been working to identify the most medically fragile students, and we are proud to say that we are partnering with Door Dash who will be delivering meals to students whose medical needs are so significant that they should not be leaving the home even to get meals. We have already been in contact with those families and hope to expand to more in the future. Food delivery will also be made available to children who reside in City shelters. Families search “Free Meals” on schools.nyc.gov or call 311 to find a site near them. Starting Monday, families can also text FOOD or COMIDA to 877-877 to find a meal near them. Congressional Delegation Letter
Yesterday evening, the Mayor sent a letter to the United States Congressional Leadership, including Speaker Pelosi, Leader McConnell, Senator Schumer, and Leader McCarthy. New York City has more cases than any city in America and the Mayor reiterated his requests from the federal government. The requests include:

  • The deployment of the United States Armed Forces in assistance to New York City’s frontline response efforts with their supply chain capabilities, stockpile of medical supplies, and skilled workforce.
  • Critical medical supplies, reiterating the ask from the Department of Health and Human Services and Department of Veterans Affairs for 15,000 ventilators, 3 million N-95 masks, 50 million surgical masks, and 45 million each of face shields, surgical gowns, coveralls, and pairs of gloves.

As community transmission increases, the Mayor is reminding New Yorkers to take basic precautions while going about their lives: wash your hands, cover your nose and mouth when coughing or sneezing, stay home if you are sick and call your doctor if you experience the following symptoms: fever, cough and/or shortness of breath. Dear Colleagues,

I am very pleased to tell you the terrific news that the Queens Public Library Foundation has secured a nearly $1 million grant through the City Parks Foundation -- $995,993 over the next three years -- to operate an environmental education center at Hunters Point Library.

Modeled after the Children’s Library Discovery Center at Central, the Hunters Point Environmental Education Center will offer a new STEM learning dimension to the branch, giving children ages 3 to 12 the opportunity to understand, study and learn about plant and marine life, pollution, composting, recycling and many other subjects. The center will open this fall.

Lynn Cole, the CLDC’s Interactive Exhibits Coordinator, along with Manager Euni Chang and the Hunters Point team, will lead the center in partnership with the New York City’s Department of Environmental Protection, the New York Hall of Science and the Queens Botanical Garden and the New York Botanical Gardens, among other organizations.  

I would like to congratulate Amy Mugavero, Denise Clark, Janna Gjesdal and the rest of the QPLF team as well as Lynn and Sharon Cox for their outstanding work and leadership in securing the funds. I also want to congratulate and thank Euni and the Hunters Point team for providing a home for this fantastic initiative.

Ms. Edwards joined the Lefrak City team in November 2015 and has been an asset ever since. She is has a very pleasant demeanor and is always approachable. Ms. Edwards has a very strong work ethic. She arrives to work before her work schedule to ensure that the entire circulation desk and phones are sanitized and ready for daily operations. What I admire most about Ms. Edwards is that she is always willing to take on responsibilities and tasks regardless of how big or small, which shows her determination to learn and advance. I have noticed on many occasions that when a Customer Service Specialist is schedule off or is assisting a customer that Ms. Edwards will voluntarily assist with tech issues and printer malfunctions. When short of staff, she takes it upon herself to ask if there is anything that she can help with. When the Customer Service Representative retired, as the only remaining CCR, she assumed her responsibilities.  When the Customer Service Supervisor resigned, she took on the added responsibility of ordering both custodial and office supplies.

Since the hourly hours have been drastically reduced, Ms. Edwards goes an extra mile during closing time to ensure that the branch is partially ready for the next day. She ensures that each table is cleared of residual books and that chairs are pushed under the table.

Ms. Edwards is always willing to learn something new. She is always willing to undertake anything that is asked of her which will be beneficial to the branch. If a staff member needs to switch their Saturday schedule, Ms. Edwards is the one that is relied on because of her flexibility. There are not many people that are flexible to the point where they are always looking out for the best interest of the branch. This is one of many reasons why Lefrak City management gives great honor to nominate Symone Edwards for the Staff Excellence Award.
